Border Liaison Office in Cao Bang makes debut

VGP - The United Nations Office on Drugs and Crime (UNODC) joined hands with the Investigation Police Department on Drug-related Crimes, under the Ministry of Public Security, to inaugurate the Border Liaison Office (BLO) in the northern province of Cao Bang on August 18. 

The BLO is located at the border areas near Guangxi Province, China. This is the 20th BLO in Viet Nam. 

Speaking at the event, deputy head of the Investigation Police Department on Drug-related Crimes Do Duc Binh said that Viet Nam is nearby the Golden Triangle and the Golden Crescent – the two largest drug production centers in the world. 

Cao Bang Province is located on Viet Nam-China border lines where drug trafficking and human trafficking cases are very complicated and tend to increase. 

Drug traffickers are taking advantages of the two nations’ border lines to illegally transport drugs from the Golden Triangle to Thailand, Laos and Cambodia into Viet Nam and then seek way to China for consumption. 

The establishment of BLOs around Viet Nam-China border line is essential, Binh  asserted, adding that the open of the BLO in Cao Bang Province affirms the strong determinations and commitments of the Vietnamese Government in expanding and strengthening cooperation for peace, stability and development. 

Representative of the UNODC Nguyen Duc Long said that while the whole world is focusing on the COVID-19 pandemic fight, drug trafficking cases in the region tend to increase. 

Also at the ceremony, the UNODC supplied fundamental and advanced equipment for BLO Cao Bang.

The establishment of the BLO and the provision of technical assistance for law enforcement officials at border areas are one of the activities undertaken by the UNODC regional border management programme. 

Since 1999, the BLO network in Viet Nam has play a crucial role in promoting domestic and international inter-disciplinary cooperation and enhancing coordination between functional agencies in exchanging information and fighting against trans-national and organized crimes. 

According to the reports of the BLOs in Viet Nam, during 2017-2018, the BLOs Viet Nam cooperated with the BLOs in Laos, Cambodia and China to uncover 4,532 drug-related cases and arrest more than 6,200 criminals. 

In 2020, Viet Nam intends to open two more BLOs in the central province of Quang Binh and the Central Highlands province of Gia Lai, raising the total number of BLOs in Viet Nam to 22.
