Three policies for draft Law on drug prevention and control proposed

VGP – The Ministry of Public Security has proposed three policies relating to the draft project Law on drug prevention and control at the Government’s last monthly meeting in 2019. 

The three policies cover (1) management mechanism for illegal drug users, (2) establishment of mechanisms and policies to ensure the effectiveness of compulsory rehabilitation and encourage socialization of volunteering rehabilitation work, (3) establishment of regulations on drug prevention and control to guarantee the consistency of the legal system. 

At the meeting, Prime Minister Nguyen Xuan Phuc basically agreed with the proposal of the Ministry of Public Security, asking the ministry to collect recommendations and complete the documents as regulated, while requesting the Ministry of Justice to provide supplements to the law establishment program in 2020. 

The number of drug addicts witnessed an increase of 87% from 120,455 in November 2008 to 225,099 in 2018, according to the Ministry of Public Security’s draft report of the 10-year implementation of the Law on drug prevention and control.

Around 1,600 deaths due to overdose were recorded every year. 

Drug addicts are present at all localities, focusing among young people under 35 years old (76%). Around 50% of drug addicts have mental troubles. 

The proportion of drug criminals at prisons makes up 41.04% while the proportion of criminals using drug accounts for 28.58%. 

As of December 2018, as many as 79 public rehabilitation centers nationwide are providing Methadone treatment for 5,000 patients. 

In the 2009-2018 period, a total number of 289,724 drug addicts underwent compulsory rehabilitation treatment.
