VN asserts to combat drugs

VGP – The Vietnamese delegation asserted to advocate the viewpoint of ASEAN and other nations on unforgiving attitude to drug and not accepting the trend on legalizing drug use, consistently heading to establish drug-free ASEAN Community. 

The Vietnamese representatives made that statement while attending the opening ceremony of the 63rd meeting of the Commission on Narcotic Drugs (CND), which focused on measures to drug issues in the world. 

Speaking at the event, Lieutenant General Pham Van Cac, Director of the Vietnamese Investigation Police Department on Drug-related Crime said that Viet Nam speaks highly of the international community’s efforts on drug prevention and control, including the UN, the CND and the UNODC. 

Viet Nam reaffirms three United Nations treaties that together form the international law framework of the global drug control regime, 2009 Political Declaration and Plan of Action on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem, The UN General Assembly held a Special Session (UNGASS) on drugs in 2016 and the 2009 Political Declaration and Action Plan, which are regarded as foundations in setting up the global drug prevention and control policies. 

The Vietnamese Government has resolutely directed agencies at all level to synchronously implement measures to reduce supply and demand in line with reduction of consequences caused by drugs, he said. 

The nation has supplemented and amended to the Law on drug prevention and control in 2000 as well as proposed long-term and macro policies such as the national strategy on drug prevention and control till 2020, with vision to 2030 and the national target program on drug prevention and control. 

Viet Nam has joined hands with other nations in the region, especially countries sharing border lines by launching peak-period in struggling against drug crimes and coordinated to uncover cross-border drug trafficking cases, Cac highlighted.   

He proposed country members of the UN and other international organizations to promote cooperation in launching synchronous and comprehensive measures at national, regional and international levels as well as realize measures to reduce supply and demand in line with respecting sovereignty and territorial integrity on the principle of non-intervention in dealing with drug issues, in accordance with the basic UN documents on drug prevention.

The UN and the international community should support other countries in the world in general, Asia, ASEAN and Viet Nam in particular in implementing the strategies, target programs and action plans on drug prevention and control, completing the legal system and complying with the international standards of the Conventions on drug prevention and control as well as enhancing the capacity of officials in charge of fighting against drug, the head of Vietnamese delegation suggested. 

After the opening ceremony, delegates at the meeting have joined discussions and events concentrating on improving data collection and analysis to strengthen evidence-based responses to world drug issues; young people in drug prevention efforts; ensuring access to controlled substances for medical and scientific purposes and alternative livelihoods for opium poppy.

The event, held from March 2-6, has attracted the participation of more than 1,100 delegates from 131 nations and territories, 17 inter-governmental organizations, 97 civil social organizations and scientific community.
