HIV carriers responsible for announcing HIV test results to partners

VGP – HIV-infected people are responsible for announcing their HIV status to their husbands/wives or partners as well as health staff directly caring and providing treatment for them. 

The Ministry of Health has issued Circular No.02/2020/TT-BYT on procedures and responsibility for announcing the results of HIV positive test. 

The announcement of HIV positive test result is only accepted when the test is carried out at the testing laboratory licensed by authorized agencies. 

The announcement must be realized within 72 hours since the HIV positive people receive the  testing results. 

In case HIV carriers are not able to report their status, husbands/wives or engaged partners are authorized to ask health officials to announce the HIV test results of their partners. 

Viet Nam aims to soon reach the 90–90–90 targets. Accordingly, by 2020, 90% of people living with HIV will know their HIV status, 90% of people who know their HIV-positive status will be accessing treatment and 90% of people on treatment will have suppressed viral loads.  

As men who have sex with men (MSM) aged from 15-49 in Viet Nam account for 0,7% of the population or 170,000 ones, the group has faced an annual increase of 2% in  HIV transmission.

The risk of HIV transmissions among the MSM increased from 4% in 2013 to 12% at present, 37% of whom are new HIV carriers within the recent six months and 50% of whom under 22 years old.

The proportion of using condoms among the group is low, below 60%.
